Position Summary

As part of the Office of Budget and Fiscal Policy, coordinates and conducts fiscal policy, managerial and organizational studies for County-wide or departmental implementation. Analyzes special projects and proposals on a variety of budget related subjects within the County based upon the portfolio of departments under purview.

Duties Conducts and serves as project leader of various fiscal, managerial, organizational and administrative reports and studies for county-wide or departmental implementation. *

Prepares complex and extensive fiscal policy analyses and makes recommendations for efficiency and improvement.*

Gathers data, conducts research and analyses, identifying problems and issues; develops solutions and recommendations. *

Prepares written reports; presents findings and assists in the implementation of recommendations. *

Serves as major staff support to the Office of Budget and Fiscal Policy and often serves as the spokesperson for the Department in various areas such as debt financing, legislative matters, budget issues, and rate studies. *

Performs county-wide studies at the request of the Director or Assistant Director Finance. *

Reviews, analyzes and prepares executive summaries of reports, proposals, studies, and policies. *

Develops and maintains processes and reports that are elements of the Oracle FMIS. *

Reviews and monitors monthly expenditure reports, bond investment reports and other financial documents. *

Analyzes, prepares, and monitors budgets for complex departments at the fund level. *

Prepares revenue and expenditure budget estimates for tax, enterprise, and special revenue fund budgets and debt service. *

Makes clear, concise presentations, both orally and in writing. *

Prepares required correspondence, reports, graphs and charts.*

Prepares materials for bond statements, non-arbitrage certificates, IRS filings, and debt obligations.

Assists in preparing the narrative sections of the County’s annual financial documents. *

Reviews, analyzes and researches local government policies, procedures, budgets and other documents.

Researches and prepares correspondence, charts, diagrams, information summaries and other materials for Director of Finance.

Minimum Qualifications

Bachelor’s degree in Business or Public Administration, Finance, Accounting or a related field (Master’s degree preferred); six years of experience in local or state government budget and management analysis or a related field. An equivalent combination of education and/or experience will be considered .
