The Maryland-National Capital Park and Planning Commission, Prince George’s County Planning Department is seekingan experiencedPlanning Supervisor to complete the management team of the Community Planning Division, formerly the Community Planning North and SouthDivisions. The new divisioncomprises the North,Central and South sections and each prepares andfacilitates the implementation of sector plans,master plans, special area studies and zoning strategies in their respective urban, suburban and rural communities. This position oversees the North Section and supervises the work of seven planners who work in one of the mosturbanized areas of the county whichincludes 16 municipalities. These municipalitiescomprise the largercities College Park and Greenbeltthat have town planners and small towns such as North Brentwood with limited staffing. The North section also includes the University of Marylandcampus in College Park, five Metro stations and the USDA Agricultural Research Center in Beltsvillerequiring amix of planning skills. The section currently has anumber of sector plans, transit district development plans and special studies underway. The Planning Supervisorposition provides the following opportunities:
1.Develops, coaches, and supervises staff according to work program priorities, expectations, and staff development needs;evaluates performanceand prepares annual performance appraisals; and establishes unit work standards to accomplish work program assignments. 2. Serves as project facilitator on planning projects to ensureresources are available to meet project objectives; overseesconsultant hiring and management; and workswith the Planning Board, County Council, and other high level public officials on planning projects and implementation strategies. 3.Serves as anexpertto the Planning Board, County Executive, and County Council. Serves on county and state committees that exist for the purpose of promoting, reviewing or coordinating various aspects of the planning functions, or whose activities may impact upon the agency’s planning program. 4. Serves as acting division chief when needed. Leads or serves asfacilitator for department-wide special purpose teams to establish new policies and programs for the department, or for thepurpose of evaluating and recommending improvements to existing department programs and procedures.
Planning Supervisor: Master’s degree in planning, architecture, parks, engineering, environmental science, public administration, or related fields and six years of progressively responsible professional level planning experience that included at least three years of supervisory experience or project leadership and coordination experience; OR an equivalent combination of education and experience.
DESIRABLE QUALIFICATIONS:1. Proven ability to supervise, mentor, counsel and develop staff to meet work program objectives, including the delivery of work products on schedule and within budget, and in accordance with progressive planning principles, best practices, and high quality standards. 2. Knowledge and experience in transit-oriented development, real estate development including mixed-use development, mixed income housing, and development incentives and financing. 3. Demonstrated ability to manage or facilitate complex, multi-year projects involving multiple stakeholders and a wide array of disciplines, sensitive political issues and challenges, and diverse communities. 4. Strong communication skills, oral and written, and ability to develop and maintain collaborative relationships with a variety of disciplines, elected officials and agency officials at all levels of government, non-profit organizations, developers, civic groups, and others involved in planning, community and economic development, rural and environmental preservation, agriculture, and real estate development. 5. Six or more years of supervisory or project leadership and coordination experience. AICP Certification is desirable.
