General Description:
Advanced and responsible professional planning work of complex specialized projects and studies with a minimum of supervision. Essential Job Functions Prepares comprehensive plan elements and amendments, special area reports and projections on the basis of data, changing conditions and policy direction. Programs andmonitors the development, planning, regulatory review and form based design control and economic development strategies for special planning areas andlarge scale projects. Analyzes and evaluates pertinent data and plan development. Correlates a variety of statisticaland planning data for the Comprehensive Plan. Confers with County and municipal officials and the general public. Plans, develops, and conducts special studies relative to land use and occupancy; street, road, and arterial activity center location and usage; water and sewage facilities; multimodal transportation systems; and recreational and cultural needs of the County. Interprets and communicates to others the function and intent of State, regional, and local land use laws, rules, and regulations. Prepares and delivers speeches to business, professional, civic, and neighborhood groups and associations. May plan, organize, and review the work of subordinates. Performs related work as required. Senior Planners maybe assigned a specialty area of focus from the defined job functions.
Urban Design Focus
Prepares or supervises preparation of projections of population growth and dispersal through pictorial and graphic illustrations of geographical areas. Works with census data, statistics, and computer-based programs, form based urban design and land use and transportation policies. Develops strategies for implementing the Comprehensive Plan through Design Principles. Works with neighborhood groups and developers. Serves as project review team resource for Current Planning. AICP CUD preferred.
DRI/Large Project Focus
Processes applications for Special Planning Areas and/or Developments of Regional Impact (DRI’s) under Chapter 380, F.S. Develops and enforces development order conditions of approval. Negotiates with County staff and developers conditions of approval for large-scale developments as well as amendments to said conditions and developments. Maintains extensive files on large projects.
Knowledge, Skills and Abilities Knowledge of the principles and accepted practices of public planning. Knowledge as to methods of collection and analysis of planning data and experience in the preparation of planning reports and studies. Ability to and experience with presenting ideas and findings clearly and concisely in both written and oral form. Ability to plan, organize, and supervise the work of subordinates. Ability to establish and maintain an effective working relationship with subordinates, superiors, other County departments, community officials, citizens and State and Federal officials. Ability and experience addressing civic organizations and committees. Ability to operate a personalcomputer and presentation software.
Urban Design Focus
Knowledge of planning and urban design principles. Ability and experience to use design software. Ability and experience in designing projects. Ability to review site plans and recommend design solutions. Ability to translate design principles into regulatory strategies. Ability to work with GIS data analysis and plan development.
Economic Development Focus
Knowledge of economic development and/or redevelopment planning and implementation and experience working with census data and statistics.
DRI/Large Project Review Focus
Ability to interpret applicable growth management legislation, rules and regulations. Ability to review Applications for Development Approval, Notices of Proposed Change and other DRI-related applications. Ability to coordinate the review of both regional and local reviews. Minimum Requirements PHYSICAL SKILLS: Ability to communicate effectively using speaking, hearing, writing, and vision skills.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a Master’s Degree in urban planning or a related field and four years of professional experience in urban planning, urban design and/or economic development. Experience in planning, programming and processingapplications for large scale projects and area plans. Specialties in experience may be focused in Comprehensive Planning, Urban Design and Transit Oriented Design, and/or Economic Development and Redevelopment.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess a valid driver’s license.
