About the Job
Description An employee in this class is responsible for planning and directing the maintenance and improvement of all park grounds, supervising the operation of the managed parks and related facilities, developing overseeing standard operating procedures and systems to enhance operations and managing the division’s operating and capital budgets. Duties include directing construction and development projects especially in the realm of deferred maintenance. The employee has considerable latitude for independent judgment and action in accomplishing departmental objectives and participates in the formulation of operating policies, regulations and budgets. Supervision is exercised through subordinate supervisory personnel engaged in various phases of park operation and maintenance which includes approximately 50 staff. Work is performed in accordance with established policies and regulations under limited supervision of the Superintendent of Planning and Development and is evaluated through conferences in terms of the effectiveness and efficiency of the park operation and maintenance program.

Monday-Friday 8:30am-5pm

Examples of Duties
  • Participates in planning and directing the development, maintenance, and operation of all City parks and recreational facilities; participates in the preparation of departmental budget requests and proposals; prepares specifications on equipment and materials utilized in the operation and maintenance areas
  • Plans and designs large and small scale construction and planning projects for the City; engineers and drafts construction documents and writes technical specifications for a variety of projects
  • Supervises the work of City laborers at construction sites in progress: contracts, hires and oversees work performed by outside professional consultants and contractors
  • Researches and identifies land parcels for potential acquisition; conducts negotiations with landowners
  • Writes requests for qualifications and requests for proposals for planning projects; administers professional services contracts
  • Coordinates the analysis of fiscal impacts of projected development
  • Provides staff support to the Parks, Recreation and Cultural Arts Advisory Board and other Council Appointed Boards & Commissions
  • Researches and prepares graphic plans, reports and recommendations for Council, Board, Commissions, and the public
  • Assist other departments with City-wide planning issues
  • Plans, schedules, and supervises, through subordinate foremen, the work of personnel engaged in parks construction, maintenance, and repair activities; provides advice to foremen on matters of landscape maintenance, mowing, construction, and park facilities equipment repair; trains new employees in landscaping, planting, spraying, pruning and plant propagation procedures
  • Ensures all facilities conform to maintenance and safety standards
  • Assists with the construction of City facilities as necessary
  • Prepares the final division budget and monitors expenditures
  • Authorizes expenditures for new programs and/or changes in programs
  • On recommendation from subordinate personnel, oversees securing needed replacements, alterations and additions to facilities
  • Performs personnel management functions for the division including recruiting and selecting employees and volunteer workers, instructing and training staff, completing employee performance appraisals, and handling various personnel problems or questions
  • Makes presentations concerning facility issues before the City Council, Civil Service, public groups and city staff
  • Prepares and maintains a variety of complex administrative records and files; prepares reports from the available information
  • Responds to citizens’ questions and complaints related to grounds maintenance, division activities or services
  • Performs related work as required
Qualifications Bachelor’s degree in landscape architecture, facility construction of maintenance, or related field, with a master’s degree preferred; 6 to 9 years of experience in park operations and maintenance work; landscape architecture planning and design; and/or any equivalent combination of training and experience required to perform the essential position functions.
Special Requirement: Possession of a valid driver’s license issued by the State of North Carolina.

  • General knowledge of landscaping, planting, spraying, pruning and plant propagation practices and principles
  • General knowledge of the philosophy and objectives of public recreation
  • General knowledge of the principles of supervision, organization, and administration
  • General knowledge of the occupational hazards and safety precautions related to the work
  • Skill in the use and care of the tools, equipment and materials employed in the work
  • Ability to plan, direct, and coordinate the work of subordinates and to instruct them in proper work methods and procedures
