Job Objective

To ensure efficient operation of assigned City departments, and special projects to ensure they are in concert with the policies and goals of the City Manager; serves as Acting City Manager in the absence of the City Manager.

Essential Job Functions

Plans and implements new programs, policies and methods to ensure efficient and effective operation of assigned departments. Provides overall administrative direction to various Department Directors; develops standards and reviews the performance of assigned department directors; reviews departmental performance in obtaining stated goals and objectives; analyzes the City’s overall performance and departmental organizations, and makes recommendations to improve performance as required. Provides assistance in planning, coordinating, and directing work related to development of the City’s budget. Directs the City’s economic development program, homeless services, sustainability efforts, bicycle-pedestrian development and other special projects and programs. Confers with representatives of County, State, and Federal agencies on matters pertaining to the activities of City government; negotiates and facilitates agreements between City departments and outside agencies, consultants, and developers. Meets with City Manager to discuss issues and objectives, to determine strategies and approaches, and to notify and brief the City Manager of current activities and challenges, unusual requests and complaints; compiles detailed narrative/statistical reports of matters requiring City Manager’s review and approval. Serves as liaison to other governmental agencies, university entities, businesses, neighborhoods, and community groups on behalf of the City Manager; receives, investigates and resolves citizen and employee concerns; handles special projects as assigned. Reviews proposed programs submitted by department directors to determine need, cost and feasibility; prepares reports on proposed programs, including recommendations for review by the City Manager. Attends Board of Directors meetings to provide information regarding proposed programs; assists the City Manager in implementing City Board of Directors goals, objectives, policies and directives. Makes presentations on a variety of municipal subjects to the City Board, and other boards and commissions as required. Reviews budget proposals from assigned departments to ensure that budget requests comply with approved parameters and procedures. Approves purchase requests which comply with policies and established cost limits; forwards major requests with detailed report to the City Manager for review. Approves routine personnel actions for assigned departments; notifies the City Manager regarding unusual personnel actions. Reviews all activities of assigned departments to assess the need for additions or changes in program, special equipment or new procedures. Serves as the City representative at various conferences, community events and special programs. Contacts other cities to obtain information regarding special projects or proposed new programs; explores ways to implement new programs into the city organization; provides information to other cities regarding City programs. Testifies in court or before legislative bodies to provide information regarding City programs. Serves as Acting City Manager in the absence of the City Manager. Provides regular reports to the City Manager regarding key issues facing departments and the actions taken regarding those issues. Operates a City pool automobile in the performance of essential job functions.
SUPERVISORY RESPONSIBILITIES:assigned department directors and assigned professional and administrative support personnel in the City Manager’s Office.

Minimum Qualifications and Additional Requirements

These knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Bachelor’s degree in Business Administration, Public Administration or a related area, four (4) years of experience in public sector management/administration, and two (2) years of experience supervising managerial and professional-level personnel.Equivalent combinations of education and experience will be considered.ADDITIONAL REQUIREMENT: Must be a resident of the City of Little Rock within ninety (90) days of employment; must maintain residency for the duration of employment in this position.DISCLAIMER: This document does not create an employment contract, implied or otherwise.
