Summary of Duties The Public/Private Project Manager would report directly to the Assistant City Manager for Community Development. Under general supervision this position would be responsible for planning, coordinating, implementing and evaluating key City Strategic Projects and initiatives.Project assignments typically involve but are not limited to:
  • Planning, coordinating, implementing, evaluating and adjusting plans for assigned projects;
- Develop project scopes, deliverables and schedules - Implement project tasks
- Monitor performance and accountability

  • Select and lead cross-functional project teams as well as manages project resources with a focus on achieving results.
  • Implement and manage critical paths/milestones and monitoring mechanisms for projects
  • Develop consensus with team members, stakeholder groups, management, elected officials;
  • Negotiate and implement development agreements, inter-agency contracts, infrastructure financing agreements and related agreements necessary to complete actual development of project plans, goals and objectives;
  • Develop request for proposals, and project budgets and funding sources (such as creating special districts, tax abatements, tax increment financing, etc.);
  • Develop, manage and maintain partnerships with private investors/developers, securing private funding and participation for public-private partnerships
  • Develop best practices tools for project execution as well as develop and delivers project-specific content, progress reports, requirements documentation, and presentations.
Successful candidates should have experience working with, implementing and/or creating master plans, creating and facilitating public/private partnerships, experience in successfully balancing the requirements of thoughtful planning with operational and budgetary realities. Development agreements that provide a public benefit, including leveraging public funds to foster increased private investment. In addition a successful candidates should have proven track record in managing complex projects to meet partnership goals and objectives while maintaining scope, preferably below budget and ahead of schedule as well as demonstrate strong written and verbal communication skills with the able to deliver clear, concise presentations, information and direction. Minimum Qualifications
  • Requires a Bachelor Degree in economic development, urban planning, marketing, business administration or public administration.Master Degree preferred.
  • Five to ten years of related relevant work experience, with a preferred 3 years of hands-on project management experience and a demonstrated track record of success in managing multiple simultaneous projects that involve external partners with layering of various funding sources.
  • Must be flexible to work additional hours and on weekends when necessary.
  • Valid Texas Class C driver’s license.
