About the Job

Provides human resource consultation and guidance to CIS members throughout the state, particularly to the elected officials and chief city and county administrators.Supports members with human resource training and guidance related to employment decisions, disciplinary actions, compliance, audits, documentation, etc.Participates in the ongoing development of CIS’ HR risk management services.

Example of Duties PRIMARY TASKS PERFORMED The position requires in-depth, current knowledge and experience with Oregon and federal public sector human resource laws, practices, and policies. It provides guidance to CIS members on a broad range of human resource topics. The position primarily works with elected officials and chief city and county administrators in each member entity; references to “members” include these officials and other entity staff. Regular interaction and contact with members to assure understanding of and adherence to human resource laws, practices, and policies. Coordinate with members to audit human resources policies and practices including: hiring, background checks, employee handbooks, employee training, discipline, and termination protocols. Review results with member and suggest best practices and process improvements. Assist members with job descriptions and hiring practices. Provide ongoing training on human resource topics to members. When feasible, coordinate access to resources to assist in resolving disputes that may result in claims. Review documentation for disciplinary actions as needed. Prepare and provide best practices, training, and consultation on disability management, ADA, FMLA, OFLA, Veterans Preference Recruitment, and administration of workers’ compensation claims. Support the CIS Return to Work Specialist in returning injured employees to work. Be a resource for CIS risk management consultants, underwriting, WC, and claims staff. Be a resource for Pre-Loss attorneys in providing on-location services. Interact with all CIS staff and proactively maintain team relationships. Build trust with member officials, CIS staff, and other CIS partners. Develop cross-functional CIS solution teams in response to member problems. Participate in International Public Management Association for Human Resources (IPMA-HR), League of Oregon Cities (LOC), Association of Oregon Counties (AOC), Oregon City/County Management Association (OCCMA), and Oregon Association of Municipal Recorders (OAMR) associations and conferences. Collaborate with the Oregon Local Leadership Institute (OLLI) and the Local Government Personnel Institute (LGPI) on training and other issues. Typical Qualifications Knowledge A bachelor’s degree or higher.
  • Current knowledge of human resource policies, laws, and practices
Experience Five or more years of experience in the following:
  • Public sector HR offering guidance to elected officials and senior management, facilitating disciplinary actions, and ensuring compliance with policies and laws
  • Public entity management; either as a public sector manager, or as an elected official
  • Maintaining relationships with internal and external stakeholders
  • Developing and administering HR policies
  • Presenting training sessions on various HR topics
  • Administering FMLA, OFLA, and ADA
  • Recruiting for public sector jobs
  • Participating in meetings, committees, workgroups, or listservs, related to human resource management, with LOC, AOC, and OCCMA
  • Chief city or county administrator or Elected Official experience a plus
List licenses or certifications required to be active or current at the time of hire for this position:
  • This position requires a valid driver’s license; the employee must maintain a safe driving record while employed with CIS.
At least one of the following:
  • Senior Professional in Human Resources (SPHR) certification from the Human Resources Certification Institute.
  • Certified Professional (IPMA-CP) certification from IPMA-HR. Other credible human resource certification.
