Scope of Work SCOPE OF WORK: Senior department manager under the general supervision of the City Manager or an Assistant City Manager. Oversees the daily activities of the Garage, Service Center, Facilities Services, Purchasing, and Warehouse Divisions.Responsible for acquisitions and special projects. BUDGETARY RESPONSIBILITIES:
Prepares and administers the annual budget. Monitors expenditures during the year and makes recommendations for budget modifications or additional funds. Prepares and administers project budgets as necessary.

Essential Job Duties

  • Schedules, monitors and evaluates the work of subordinate division employees.
  • Tracks and monitors budget performance for divisions.
  • Participates in the preparation of major contract documents and manages contracting process.
  • Attends City Council meetings to provide information regarding divisional activities and purchasing items.
  • Writes and reviews divisional policies and procedures for citywide distribution. Explains procedures to departments and the public.
  • Determines long and short range planning goals.
  • Acquires property for the City as directed, oversees new building construction and other special projects.
  • Performs related duties as required.
Physical and Environmental Conditions PHYSICAL AND ENVIRONMENTAL CONDITIONS: Ability to transport self from building to building and to attend various functions and meetings at other sites either within or outside of the city. REQUIRED CONTACTS: Employee is the City’s spokesperson regarding departmental activities. The employee works with the City Manager, Council and various community groups when obtaining or providing information about city services. Interacts with other departments when coordinating work projects or activities. Required Qualifications Knowledge, Abilities and Skills Ability to read and understand technical materials, reports and journals. Ability to develop and present mathematical budget information. Skill to manage departments and effectively communicate, both orally and in writing, to citizens, vendors, the City Council and employees. Minimum Education, Experience and Certification
Bachelor’s degree in management or business with a minimum of 5 years of experience required. CPPO, ECPB, C.P.M., CPSM Certifications are a plus.Knowledge of property acquisitions and capital (construction) project management.Valid Texas Driver’s license required.
