Description

The Metropolitan Area Planning Council (MAPC), the regional planning agency for Metro Boston, seeks a Municipal Services Specialist (hereafter, Specialist) to help cities and towns to collaborate in the delivery of local services, both to save funds and to improve service quality. For example, current projects include efforts to build inter-municipal collaborations among fire departments, emergency communications centers, housing authorities, and public health departments. Regional collaboration is a key goal of MAPC’s long-range regional plan, MetroFuture . This opening is an opportunity to work in a dynamic, inter-disciplinary, and innovative environment to improve the quality of planning and service delivery on the local level, and to make cities and towns more efficient. Examples of Duties

The Specialist is responsible for the following activities:

Researching ideas for collaborative planning, procurement, and service delivery from Massachusetts and other parts of the country, and keeping abreast of best practices;

Working with city and town officials to identify opportunities for collaborative or consolidated service delivery;

Generating funding for projects, writing grant applications, and overseeing grants and contracts.

Providing technical assistance to cities and towns to implement those ideas by identifying the benefits of collaboration, highlighting and helping to overcome barriers, facilitating negotiations among stakeholders, coordinating contributions of subject matter experts, analyzing finances, and developing inter-municipal agreements;

Conduct general project management activities, including developing project plans, managing vendors, reporting on progress, and monitoring project budgets; and

Assisting on other projects in MAPC’s Municipal Collaboration Department, on such issues as public safety, bulk purchase of goods and services, etc.

Typical Qualifications

Candidates must have a Bachelor’s or Master’s Degree in planning, public administration, management or a related field and/or 3 years of experience in or with local or regional government. Significant relevant work experience is desirable. The successful applicant will demonstrate credentials and successes in all or most of the following areas:

Good understanding of Massachusetts local government (or comparable experience from another state);

Ability to build and maintain professional relationships with a wide range of state and local officials;

Ability to provide effective technical assistance;

Experience managing projects, budgets, and sub-contractors;

Ability to work with team members under limited supervision;

Experience developing and writing project proposals, grant applications, and consulting reports;

Professional demeanor, strong organizational and client relations skills, and ability to manage and complete several projects simultaneously;

Respect for deadlines, details and accuracy;

Strong written and oral communication skills;

Sound analytical skills and the ability to translate findings into recommendations; and

Strong Microsoft Office skills, particularly with Outlook, Excel, Word and PowerPoint.

Supplemental Information

Full time position with excellent state employee benefits package. Salary is $50-65,000, depending upon qualifications and experience. All candidates must have a valid driver’s license and/or the ability to arrange transportation to meetings in different parts of the region and legal authorization (citizenship or visa) to work in the USA.
