The City of Norfolk’s Departments of Fire – Rescue and Police, Public Safety Bureau, are seeking an innovative, forward thinking, experienced financial professional for the position of Bureau Manager (Fiscal Bureau Manager). Typically under the general direction of the Director or Assistant Director, the Fiscal Bureau Manager will manage multi-million dollar budgets, grant processes, and staff as well as develop strategic financial plans providing senior management with a structured system for fiscal management, planning, projections, and forecasting. The candidate will be results-oriented, engaging stakeholders, and assisting public safety (Fire – Rescue and Police) with aligning strategic objectives with City Council and City Administration.
This position is unclassified and serves at the will of the City Manager. City of Norfolk residency is required within six months of employment. Essential Functions The Fiscal Bureau Manager will have excellent communication and organizational skills and the ability to develop and convey specific financial data analysis while handling multi-faceted directives. In addition, the candidate will effectively manage fiscal operations by developing goals and objectives, developing and ensuring efficient performance of staff, identifying and evaluating fiscal trends and recommending ongoing opportunities for operational efficiencies and improvement, and serving as a liaison and subject matter expert for public safety fiscal operations directives.
Essential functions include but are not limited to:
    Managing the organization of public safety fiscal operations; establishing procedures, strategies, goals and objectives. Implementing policies, processes, and procedures to ensure internal financial controls. Understanding and maintaining awareness of changes to GAAP and GASB statements to interpret and implementing as required. Supervising financial team to include administering, evaluating, and disciplining personnel. Directing the development of the Bureau’s Operating and Revenue Budget submissions including the development of fiscal goals and performance measures; ensure continuous monitoring and manage forecast/projection procedures; ensure appropriate procurement regulations and fiscal policies are followed. Directing payroll processes for the Bureau, overseeing problem resolutions, and approving adjustments/corrections. Directing the grant process to include identification of grant opportunities, the application process and subsequent grant requirements, grant monitoring and program compliance and progress. Participating as a member of the Public Safety’s senior management team; attending meetings; developing presentations; discussing and presenting recommendations; researching issues; preparing position papers; serving on special committees. Providing guidance for analytical studies and projects assigned to Public Safety. Overseeing receipts and expenditures of forfeiture funds. Developing and overseeing the preparation of financial reports.
Education/Experience Undergraduate degree from an accredited college or university in Public Administration, Business Administration, Finance, Accounting or a related field.
Four years of increasingly responsible supervisory and administrative experience in finance, accounting, public or business administration or a closely related field.
The ideal candidate will possess:
    A certification as a Certified Public Accountant or a Master’s degree in Business Administration, Public Administration, Finance, Accounting or related field. Seven (7) years of experience in budget development and fiscal management.
