Description The Oregon Department of Energy (ODOE) is conducting an executive search for a highly skilled leader to serve as the agency’s Director. The mission of the OregonDepartment of Energy is to reduce the long-term cost of energyforOregonians. The City and Community Salem, Oregon, is a growing community located in the heart of the Willamette Valley, one of the most fertile and agriculturally productive regions in the world. The area is dotted with cities, farms and forests and is considered one of the most livable areas of the country, offering a low cost of living, quality schools and mild weather. The city covers 47 square miles and has a population of approximately 156,244. Salem, the state capital, is one of the valley’s oldest cities and the second largest city in Oregon. The principal industries are agriculture, government, food processing, lumber, manufacturing, education and tourism. Salem has both private and public schools, pre-school through university level. There are four universities and two community colleges within a 35-mile radius. The Salem area is rich with parks, rivers, lakes and recreational activities, including hiking, fishing, biking, boating, equestrian trails, organized children’s sports and activities, artisan markets, theatre, museums, art fairs, music fairs and the Oregon State Fair. A short driving distance to the east is world class skiing in the Cascade Mountains. To the west are many beautiful public beaches on the Pacific Ocean. To the north is Portland, Oregon’s cultural hub and largest city, and to the south are the rivers and canyons of the beautiful Rogue Valley and the annual Oregon Shakespeare Festival in Ashland.
to view the job brochure click here: Duties & Responsibilities TheODOE Director’sprimary purpose is to serve as the policy advisor to the Governor and Legislature on current and future energy issues and direct the overall operations of the Oregon Department of Energy.Major functions include:
  • Provide leadership in the area of energy policy for Oregon, in planning for Oregon’s energy needs and in positioning Oregon to be a world leader in clean energy.Work closely with the Governor, federal and state legislative leaders and elected officials, including Oregon’s federal delegates; federal and state agency heads; and the Northwest Power and Conservation Council to ensure Oregon’s interests are reflected in regional, national, and international energy and nuclear waste policy.
  • Manage anagency budget and staff to provide energy information and to operate programs that will help ensure Oregon meets its long term energy goals.Assure new and continued funding to support and implement state energy policy.
  • Representthe agency or state on interagency, state, interstate, national or international committees or task forces providing expert consultation.
  • Establish and nurture partnerships with special interest groups; business and industry leaders,utility executives, consumers;local, state and federal officials and tribal governments to advance the agency mission.
  • Oversee finances of tax credit, loan and grant programs that impact federal resources, state General Fund resources and the general health ofOregon’s economy.
Qualifications, Required & Requested Skills INTERESTED?Here’s what you need to qualify: Eight years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans,c)program evaluation, and d) budget preparation.   • Extensive knowledge of energy demand and resources in the Pacific Northwest, particularly with respect to the role and nature of renewable energy technologies and energy efficiency and conservation to develop and implement a long term vision for Oregon’s energy and resources
  • Experience in managing human, financial, material, and information resources in a manner whichinstills employee and public trust and accomplishes the organization’s mission
  • Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies
  • Experience in identifying and managing the internal and external politics that impact the work of an organization
  • Experience as a skilled consensus builder working with multiple stakeholders, often with competing interests
  • Experience in mediarelations, communicating high profile, complex and potentially controversialsubject matter in a manner that contributes to transparency and encourages public trust in theagency
  • Outstandingwritten and verbal communications skills that include public speaking and experience explaining,negotiating,advocating and expressing facts and ideas in a convincing manner withindividuals, elected officials and internal/external groups
  • Experience in the Legislative process including working with individual legislators and presenting testimony
  • Commitment to excellent customer service in how ODOE serves all Oregonians
