About the Job
Description The Office of Budget &Strategic Planning is seeking an experienced professional to support the preparation and administration of the city’s annual operating and/or capital improvement program budgets for city departments and agencies.
Responsibilities include implementing organizational effectiveness programs, coordinating operating budgets for numerous large, complex city departments with complicated funding sources, and coordinating the capital improvement program for the city.In addition, this position manages and monitors position control in partnership with staff from the Department of Human Resources. Essential Functions The essential functions of this position include, but are not limited to the following:
  • Works effectively withandestablishes rapport with City officials, senior management and other department personnel.
  • Conducts complex budgetary studies,including the development of applicable statistical and analytical models for the preparation and modification of reports.
  • Leads and participates in the preparation, review, and administration of operating departmental budgets; analyzes structure, functions, practices, and program activities as they relate to financial operations of operating departments; analyzes manpower, equipment and other requests.
  • Plans and conducts complex analytical studies and research projects to assist executive management and others with long-term planning and policy development related to contemporary urban issues.
  • Develops studies and other analytical reviews with implications for administrative problem-solving; prepares detailed and comprehensive written reports with conclusions and recommendations; makes oral presentations regarding study findings and recommendations.
  • Monitors revenues and expenditures throughout the fiscal year for compliance with budget projections; recommends alternative solutions to budget deviations.
  • Serves on internal and external task forces and committees to study program management issues; represents executive administrators, as requested.
  • Assists in the planning, development and production of the City’s budgets.
Knowledge, Skills and Abilities:
  • Thorough knowledge of budgeting policies, procedures and methodologies.
  • Thorough knowledge of evaluation techniques relating to service delivery and program performance measurements.
  • Considerable analytical and decision-making skills.
  • Excellentverbal and written communication.
Education/Experience Work requires broad knowledge in a general professional or technical field.Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.
Two years of experience in developing and analyzing complex budgets.
The preferred candidate will possess:
  • A Master’s degree
  • Experience in developing and analyzing capital improvement programs and complex budgets; or any equivalent combination of training and experience.
