JOB SUMMARY Under the general direction of the Assistant City Manager, develop and administer the City’s Economic Development Programs; oversee the redevelopment and economic development activities of the City;administer the City’s lodging tax program; and supervise assigned staff. ESSENTIAL DUTIES Develop, implement and administer economic development and redevelopment plans, programs and policies.
Coordinate and prepare financial and technical reports and budgets. Staff and coordinate the activities of the redevelopment advisory board and the lodging tax committee.
Function as a liaison with the Chamber of Commerce and other professional economic organizations. Meet with potential investors and developers to secure their participation in redevelopment projects. Represent the City at public hearings, community meetings and conferences. Recommend and oversee the use of consultants and outside professional service providers. Coordinate and recommend project activities including real estate acquisition and disposition, relocation, demolition, eminent domain actions (if any), building construction and rehabilitation, property management and project improvements. Develop and maintain a database of vacant or underutilized commercial, office and industrial land and tenant spaces.
Work with property owners and prospective tenants and developers to match available properties with desired commercial business activities.
Conduct business retention/expansion interviews and follow up with subsequent actions as necessary.
Supervise assigned staff. Interview and recommend selection of applicants, conduct training, assign and schedule work, identify and resolve problems, conduct performance evaluations and recommend disciplinary action. Work with other City departments and divisions to ensure that projects are progressing.
Establish harmonious working relations with the local business community; coordinate goals and strategies with the Chambers of Commerce and other business groups. Administer the City’s property tax abatement program. Assist businesses with permit issues if not resolved satisfactorily by the permit staff. Monitor economic development legislation.
Perform detailed research and analytical studies of key issues related to comprehensive planning and economic development.
Perform related duties as assigned. EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS Any combination of education and experience equivalent to: a Bachelor’s degree in Business, Finance, Public Administration or Economics or a closely related field AND four years of increasingly responsible experience in the administration of redevelopment, economic development and/or land use planning programs with at least two years of economic development project management experience.Supervisoryexperience isdesired.

Principles and procedures of budget writing. Principles and practices of administration, supervision, and training. Municipal government administration. Public policy making and public process. Research methods and sources of information relating to municipal growth and development. Principles and practices of business and development. ABILITY TO: Plan, coordinate and review the work of an economic division/section. Interpret and apply existing federal, state and local laws and regulations. Identify appropriate methods to provide effective and efficient redevelopment, economic development and construction rehabilitation programs. Negotiate contracts. Coordinate the structuring of tax allocation bonds and other debt financing. Analyze economic studies, financial statements, marketing studies, plans, specs and bid documents. Speak and write clearly and concisely. Prepare reports and budgets. Effectively work with City employees and representatives of outside agencies, businesses and the community. Work independently and exercise independent judgment.
WORKING CONDITIONS:
ENVIRONMENT: Work is primarily conducted in a typical office setting. Requires attendance at meetings or public hearings in City Hall or off-site as well as occasional site visits, which may expose incumbent to outside weather conditions and rugged terrain. PHYSICAL ABILITIES: Sitting for extended periods of time, seeing to analyze documents and data, hearing and speaking to communicate with others, and dexterity of hands and fingers to operate a computer keyboard.
