GENERAL PURPOSE Subject to legislative determination of policy and professional ethics of City Management, manages the operations of City Departments; assists the City Council in carrying out their role as representatives of the citizens of Upland; administers operational activities; serves as the Redevelopment Agency Executive Director; heads the City’s management team.

This is a single position class in which the incumbent operates within a framework of high visibility and accountability for City operations. The incumbent reports directly to the City council and must be able to meet their needs as well as operationalize policies through a variety of subordinate managers. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Enforces and administers the provisions, laws, and ordinances governing the City. Establishes general administrative goals and objectives for the City and directs the preparation of related plans and procedures.
Responds to City Council inquiries regarding matters related to the City and ensures that council directives are carried out.
Plans, coordinates, and directs the work of the City departments.
Meets with and advises the City Council in the determination of policies and reports on financial status and general conditions of the City; coordinates the economic services for successor agency; recommends legislation and policies required in the public interest.
Prepares and proposes the annual budget, providing for a balancing of revenues and expenditures.
Represents the City in a variety of meetings and public functions; appoints and removes department heads and subordinate officers and employees.
Coordinates the general activities of the City government with other governmental and private agencies.
Investigates complaints regarding the management of City departments; conducts or directs investigation into complaints, problems, and service levels; resolves public complaints.
Extensive knowledge of management theory and practice; full service municipal organization and finance; supervisory practices and techniques; considerable knowledge of the operations typical of subordinate municipal services; management of a positive employee relations program; techniques for promoting economic development; techniques of maintaining effective Council/staff and public/staff relations.
Ability to:
Communicate clearly and concisely, both orally and in writing; research and prepare complex reports on a variety of subjects; establish and maintain effective relationships with the community at a large, the City Council, and other public officials; plan, direct, and coordinate City-wide programs and manage a City; select, train, supervise, and evaluate employees; supervise the work of subordinate managers engaged in a variety of City services and occupational fields; make decisions regarding operational and personnel functions; operate programs within allocated amounts; responds to emergency and problem situations in an effective manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of management principles and practices; develop comprehensive plans to meet future City needs and services; deal constructively with conflict and develop effective resolutions; plan and enforce a balanced budget; develop new policies impacting city-wide operations and procedures.
A bachelor’s degree in public or business administration or related field
Five years of progressively responsible experience in the planning, organization, coordination, and administration of varied municipal activities and requirements.
Licenses/Certificates/and Special Requirements:
Possession of, or ability to obtain, a valid Class C California driver’s license, and have an acceptable driving record and evidence of insurability. Physical Demands:

While performing the duties of this job, the employee is regularly required to sit; talk or hear, both in person and by telephone; use hands to finger, handle, feel or operate standard office equipment; and reach with hands and arms. The employee occasionally stands or walks and lifts and moves records and documents weighing up to 20 pounds.

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

Mental Demands:

While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve complex problems; use math and mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions; and interact with officials and the public, including occasionally dissatisfied or quarrelsome individuals.
