Description The City of Norfolk, Department of Budget & Strategic Planning is seeking an innovative and results oriented professional to perform intermediate professional work related to the research, analysis and reporting of economic and financial data.
The Economic & Policy Analyst will be responsible for thedevelopment, analysis and maintenance of statistical and information resources including revenue and expenditure patterns and economic modeling. Contributes to the creation of statistical models and development of revenue estimates. Assists with the research and analysis of national economic data and its relationship to state and local policies and best practices. Helps form new data collection methodologies for use in statistical analysis. Conducts analysis of proposed legislation through the application of economic theories. Investigates and summarizes applicable economic and policy theory for use in strategic decision making. Work is generally micro based, focusing on individual departments. Essential Functions Department hiring range:$46,885 - $55,000
Essential functions include but are not limited to:
    Collects and analyzes information from various sources in order to create economic models and revenue/expenditure projections. Analyzes internal and external factors that will affect the economic condition of the City. Factors may include City budget reduction initiatives, federal monetary policy and the general economic landscape of the region, among others. Researches previous economic policies and outcomes for use in the development of City policies. Studies economic theories in order to provide input on current and proposed policies. Assists in the development and coordination of the citywide annual budget. Investigates issues and participates in the problem solving process for City departments. Assists departments with the preparation of their detailed budget documents. Prepares reports for numerous departments detailing their financial condition. Prepares financial reports, revenue performance reports, and revenue manuals. Prepares economic analysis through the use of advanced statistical methodology. Participates in complex analytical studies and research projects to assist executive management with long term policy development and problem solving. Researches changes in economic policy, procedures and development. Manages, develops, analyzes, and maintains information resources used by City staff; gathers and coordinates the gathering of demographic, census, population, employment and housing. Discovers efficient and effective ways to gather large amounts of data. May recommend new ways to analyze data. Creates ad hoc reports at the request of Budget & Strategic Planningdepartment managers. May assist with presentations to councils, committees and/or organizations regarding the economic condition of the City as the need arises.
Education/Experience Work requires broad knowledge of accounting, economics, budgeting, business administration, advanced statistics, or finance. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.
One year of economic, policy experience; or an equivalent combination of education and experience.
The preferred candidate will possess:
  • A Master’s degree
  • Proficiency with Microsoft Word, Excel and Powerpoint
  • Excellent oral and written communication skills
  • Demonstrated analytical, quantitative and research skills
