Definition

This is a full-time, mid-level, professional position with the City’s Department of Human Resources & Organizational Development (HR/OD). An individual in this position manages assigned human resources functions or projects, as directed by the HR/OD Director.

Examples of Work Develops and maintainsthe City’shuman resources system and functionsaccording to best practices and as mandated by identified needs;
Performs advanced professional work advising employees on the application and selection of employment benefits, workers compensation laws and regulations and City policies in the contexts of hiring, performance management, discipline, employment separation, training, compensation, time & attendance, equal employment opportunity and other human resources essentials as directed or as required by state, local or federal laws;
Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance;
Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends;
Keeps records of benefits plans participation such as insurance andretirement plan; personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting and process improvement;
Maintains employee records/files; inputs current and new employee “Personnel Actions” or status changes into the computer system. Make changes and enters information as it relates to tax changes, address changes, miscellaneous insurance, etc., on a daily or routine basis;
Drafts specialized letters, responses to inquiries from employees, prospective employees, vendors, or other internal or external HR/OD customers or as directed.
Manages the HR/OD Department annual benefits enrollment, new employee “onboarding,” including explaining medical, dental, vision, health savings accounts, basic life insurance, supplemental life insurance, accidental death & dismemberment, long term disability, etc… process all new applications, data entry of all new information and related annual enrollment matters including notification to retired employees.
Updates employee benefits on vendor portals; prepares payment authorization and reconcile benefits billing; initiates payments or authorization, etc…
Prepares monthly reports, procures, develop and delivers training and development opportunities for small or large group of City employees; prepare pre-employment drug screen authorization or report to submit to the HR/OD Director, Assistant City Manager or City Manager as directed;
Communicate effectively verbally and in writing to all levels of staff and management, outside officials and agencies, and the public, expressing ideas and instructions clearly and concisely; manages the City’s Employee Self Service portal, including content, messaging, etc…
Coordinates for the City’s recruitment and classification process; maintains updated job descriptions; uses multiple sources to advertise vacant positions; oversees the testing and pre-employment screening of all new employees;
Provides accurate information to employees on HR statutes, regulations and policies that may affect City employees; monitors and provides technical support to City employees on the City’s performance management system;
Works closely with the Payroll Division of the City’s Finance Department and spearheads the HR/OD department payroll functions, including providing technical support, guidance and ensuring the timely preparation and submittal of personnel actions or similar processes;
Conducts wage surveys within labor market to determine competitive wage rate, prepares annual departmental budget and maysupervise clerical assistant and/or temporary staff asneeded;
Perform other related duties as assigned;
Subject to 24-hour recall. Experience and Education Requirements A Bachelor’s Degree in Human Resources Administration, Public Administration, Business Administration or closely related field, from an accredited college or university and five years of relevant professional experience are required.A Masters Degree and recognizedprofessional certification desired. * The City of Missouri City compensates employees according to a salary schedule that enables movement through a market based salary range. Generally, a new employee’s salary is at or near the beginning of the range.
